Preserving the Past: Coquina City Hall Restoration in Bunnell

In the Works

Back to News & Insights

The City of Bunnell is home to one of Florida’s most unique architectural treasures — the Coquina City Hall. Originally built in 1937 as a Works Progress Administration (WPA) project during the Great Depression, this one-story public building was constructed of locally quarried coquina stone and hand-shaped by local craftsmen. Nearly nine decades later, it remains a beloved landmark and symbol of Bunnell’s enduring community spirit.

For generations, Coquina City Hall has stood at the heart of the city — serving as City Hall, police headquarters, and most recently as a community center. It has been a gathering place for civic engagement, cultural celebrations, and milestone events, from local elections and board meetings to summer programs for children, community outreach activities, and private family occasions such as weddings, graduations, and baby showers. The building even hosted the City’s 75th and 100th anniversary celebrations in 1988 and 2013, making it a cornerstone of Bunnell’s shared history and heritage. Recognized for its historic and architectural significance, Coquina City Hall was placed on the National Register of Historic Places in 2019.

Honoring History Through Restoration

Today, thanks to grant funding from the State of Florida Division of Historic Resources and additional legislative appropriations, the City of Bunnell is partnering with The Collage Companies to restore and preserve this important community landmark. The restoration is being completed in multiple phases to protect the building’s historic integrity while enhancing its usability for future generations.

Phase I focused on critical stabilization and preservation work, including the removal of non-historic additions that had caused water intrusion, repair of openings with coquina masonry and wood windows, and the addition of site drainage improvements.

Phase II, now underway, includes reroofing, restoring original doors and transom windows, refinishing the auditorium, and adding ADA-compliant ramps and restrooms to make the facility more accessible and welcoming to all members of the community.

Much of the original building remains beautifully intact — from its 13-inch-thick coquina walls and wood floors to the whimsical hand-carved stones left behind by WPA workers nearly a century ago. These details, combined with careful restoration, preserve the artistry and character that define Coquina City Hall.

A Trusted Partnership in Bunnell

The Coquina City Hall restoration continues the long-standing partnership between The Collage Companies and the City of Bunnell. It follows Collage’s recent completion of the Bunnell Administration and Police Department Complex, a 17,843-square-foot facility dedicated in August 2025 that brought together city offices, police headquarters, and a multi-use assembly hall under one modern, efficient roof.

Together, the two projects reflect Bunnell’s balance of honoring its history while investing in its future — a shared vision deeply rooted in service, preservation, and progress.

“The Coquina City Hall stands as a true Bunnell landmark at the crossroads of Flagler County — a symbol and tribute to our city’s history. Preserving this facility and reopening it to the public is deeply important to us. We are proud to see our history honored through the ongoing restoration of this building. Collage has been a trusted partner for our city — from our new administration complex to this historic restoration — and we value their commitment to building with both respect for the past and vision for the future.”
